suggestion that specific reference to the Far Eastern

Aviation Company should be omitted from the instructions

which will presumably be sent to the Governor of Hong Kong

and that the Government of Hong Kong should be given discretion

to arrange for the establishment of a Flying School with the stipulation that not more than one such school should be in

existence at any time.

The Air Council fully appreciate the representation

that insecurity of tenure would be likely to prejudice the

subscription of the capital required by the Company which obtains

the concession to operate the school, and are accordingly

prepared to withdraw the reservation of the right to cancel

facilities at one month's notice, while retaining the right of

cancellation in the case of emergency and for such period as

may be considered necessary during an emergency. They must,

however, also reserve the right to review the situation at a

later date if instructional flying reaches such dimensions as to

prove a serious embarrassment to the joint use of the aerodrome as a

Base for the Fleet Air Arm in Chinese waters and as a civil air

port.
